FINANCE MINISTER INTRODUCED DRAFT BUDGET-2002 TO THE GOVERNMENT

The Finance Minister Zurab Nogaideli said at a government session today revenue part of the budget-2002 is determined to be 1.06 billion Lari (originally 1.08 billion was assumed).
The Minister said parameters of expenditure part, also co-ordinated with the IMF mission, which is visiting Tbilisi, do not actually defer from those already introduced to the Parliament (in the original version – 1.27 billion).

KFW ALLOCATES 25M DEM FOR GEORGIAN POWER DISTRIBUTION SYSTEM REHABILITATION

Today the Georgian side signed credit and project agreements with KfW, the German bank of reconstruction, on the Electricity Transmission Lines Rehabilitation II program. Zurab Nogaideli, finance minister and Tamaz Tkhelidze, deputy director of the JSC Electrogadatsema signed the agreements from the Georgian side.
GEORGIA WILL NOT GET WORLD BANK TRANCHES THIS YEAR

In her letter to the Finance Ministry the World Bank regional director on the South Caucasus Judy O’Connor accused the Georgian side of breach of obligation on the ESAC program in part regarding the privatization of regional energy systems, a source at the State Office told Sarke. She means, in particular, the Rustavi power distribution company RELASI, debts of which to Electrodispecherizatsia-2000, according to O’Connor, had been taken over by some company which now is initiating the procedure of bankruptcy.

Of eight candidates for ministers confirmed by the Parliament at a plenary session today only one (Giorgi Gachechiladze) can be regarded as a new person.
The posts of state minister, state property management minister (the candidates have not yet been considered) and environment protection minister (Nino Chkhobadze appears to be the only candidate that has been voted down by the parliament) are still vacant.

The Financial-Budgetary Committee of the parliament is not going to make a final decision regarding the candidate for the finance minister until the commission, studying the reasons for the budget crises, has published its conclusion, which is due to be introduced within days. Zurab Zhvania, stepping down as the speaker on his own will, met representatives of a diplomatic corps accredited in Georgia on November 3.
