    Prime Minister Zurab Zhvania says the Tax Code, which “is not only to be changed but made understandable for all”, will be introduced to the Parliament by September 20. Experts said the new code should be put in force the following year, he said.

    Dimitri Kitoshvili, who has been acting chairman of the Central Electoral Commission (CEC), has been appointed chairman of the National Communications Commission. Yesterday Vakhtang Abashidze, who had been in charge of the Communications Commission since 2000, resigned.

  5. NEGOTIATIONS WITH PARIS CLUB OF CREDITOR STATES POSTPONED TO JULY

    Finance Minister Zurab Nogaideli has told journalists negotiations on restructuring Georgia’s foreign debt with Paris club of state creditors, initially scheduled for June, will be held on June 19-24.

    According to the Finance Ministry by May 1 Georgia’s foreign debt had amounted to $1.79 billion, of which the share of credits taken under the state guarantees was up to $1.71 billion.

  6. THE TAX DEPARTMENT SUMMARIZES FIVE-MONTH PERFORMANCE RESULTS AND KEEPS ON REFORMS

    According to the Tax Department, budget and state funds revenues from tax bodies made up 469.6 million lari in January-May, which is 34.6% more than the figure in the similar period last year. 131.2 million lari was mobilized in the central budget or 5% over the projected parameters.

    The Executive Board of the International Monetary Fund (IMF) has approved a three-year arrangement under the Poverty Reduction and Growth Facility (PRGF) Program. It will disburse US$144 million (SDR 98 million) to support the government's economic program.

    At the end of the week (approximately at an extraordinary sessions on June 11-12), the Parliament will consider credibility to the executive authorities. The decision followed President Mikheil Saakashvili’s determination to implement reshuffles in force structures, as well as to make amendments to the government’s economic team.

  9. FINAL DECISION ON TBILTSKALKANALI TO BE MADE IN 10 DAYS

    Tbilisi Sakrebulo (the self-government body) has considered today the question of leasing Tbiltskalkanali (Tbilisi water channel), Tbilisi municipal company of water supply and sewerage, to General des Eaux, the French company, for 10 years.

    Zurab Mindeli, the chairman of the Fuel and Energy Commission of Tbilisi Mayor’s Office, thinks it is the best decision to lease the company as there are no funds in the budget to restore the water supply net 3,200 km in length.

  10. PARLIAMENT POSTPONES APPROVAL OF THE CONTROL CHAMBER HEAD CANDIDATE

    The Parliament has postponed confirmation of a candidate of a new head of the Control Chamber to be held this week, due to an argument which has been raised in the Parliament. Next week the Parliament will continue consultations on the issue.

    New Economy Minister Kakha Bendukidze has supported wide-scale privatization of state property, which he says, is to be sold at highest prices possible.

    At the same time the Minister does not think it is reasonable to reconsider privatization results, even in case the process took place with violations.

  12. GEORGIA HAS NO MORE PRETENSIONS TOWARD VNESHECONOMBANK

    Today, Finance Minister Zurab Nogaideli has explained to the Parliament the terms under which the agreement with the Russian side on restructuring Georgia’s foreign debt was achieved.

    The Minister said in accordance with the agreement, neither Russian nor Georgian side takes the responsibility for payment of the funds which were on the accounts of Vnesheconombank by the time of the USSR collapse (beginning of the 90s).

  13. UNION OF OIL PRODUCTS PRODUCERS, IMPORTERS AND CONSUMERS SPEAKS ABOUT INCREASE IN SMUGGLING AGAIN

    According to the Union of Oil Products Producers Importers and Consumers, due to smuggling of oil products, budget loses $150 million annually. Vano Mtvralashvili, the chairman of the union, says a recent increase in fuel prices has caused a rise in smuggling and worsening of oil products’ quality.

  14. DEPUTY FINANCE MINISTER PROPOSED FOR THE POST OF CONTROL CHAMBER HEAD

    Parliament Speaker Nino Burjanadze, having studied Zurab Soselia’s candidacy for the chairman of the Control Chamber, expressed hope that he would be accepted by the Parliament without any problem. Soselia is a politically neutral figure and experienced financier, she told a news briefing today.

  15. THE NEW ECONOMIC MINISTER BEGINS DUTY FULFILLMENT

    Kakha Bendukidze, a big Russian businessman of Georgian origin, has arrived today in Tbilisi, in order to occupy the post of the Economic Minister.

    Still today the President Mikheil Saakashvili has provided Bendukidze, being the citizen of Russia, with the citizenship of Georgia too (by decision of the President, since this year in Georgia has been introduced the institute of double citizenship).

  16. RUSSIAN BUSINESSMAN KAKHA BENDUKIDZE BECOMES GEORGIA’S ECONOMY MINISTER

    Today Zurab Zhvania has announced appointment of Kakha Bendukidze, a Georgian-born businessman working in Russia, as Economy Minister. The decision had followed a several-hour meeting with Bendukidze two days ago, said the Prime Minister.

    Valeri Otchertsov, the president of the Itera group, declared during a Georgian-Russian forum, which took place in Tbilisi on May 29, about the readiness to write off the debts of $46 million from budget organizations in case of unconditional delivery of 90% of JSC Azot (the Rustavi chemical plant) shares.

    The agreement about delivery of the shares of Azot to Itera for symbolic $500,000 was signed in March of 2003, but the company could become the rightful owner after meeting certain investment liabilities.

  18. GEORGIA GIVES ITS CONSENT ON RUSSIA’S ACCESSION TO WTO

    Today Georgian Economy Minister Irakli Rekhviashvili and Russian Minister of Economic and Trade Development German Gref signed after bilateral negotiations a protocol on Russia’s accession to the WTO. The Ministers also signed an agreement on additional measures in the trade and economic cooperation of the two countries.

  19. THE PRIME MINISTER TALKS ABOUT AGGRESSIVE PRIVATIZATION PLANS

    Prime Minister Zurab Zhvania has declared at a first Russian-Georgian business-conference held in Tbilisi today that Georgia plans this year a quite aggressive privatization plan. We would welcome participation of Russian investors in this process, he added.

  20. PROBLEM SOLVING IN ENERGY SPHERE IS ONE OF GEORGIA’S MAIN PRIORITIES

    Prime Minister Zurab Zhvania has declared during the first Russian-Georgian business conference today one of the main priorities for the country is to cope with problems in the energy sphere, in particular, to overcome a chronic power deficit. He said the Fuel and Energy Ministry was elaborating a 16-month plan for the rehabilitation of the power entities and improvement of payment, and for bringing existing nets in order.
