    The agreement between the Finance Ministry and the Georgian International Oil Corporation (GIOC) envisages transferring revenues to the state budget not by the expiration of the financial year but according to the schedules based on the previously defined revenues and expenditure. Besides, the corporation yields up its own dividends in favor of the budget for a certain period, which depends on the realization of the World Bank projects (WB) on energetics and social development.

    As Zurab Nogaideli Finance Minister stated at the press-conference today, according to preliminary data the Treasury could not receive 130 million Lari. According to his information, in 2000 the investment projects by the sum of 117 million Lari have not been implemented by the World Bank (WB).

    The Finance Minister Zurab Nogaideli evaluates the consent to ratify "a zero version", envisaging rejection of the share in the USSR property by Georgia, as "a pragmatic decision". As the Minister declared today, if Georgia lets itself in the financial argument with Russia, it may get its due assets of the USSR in 15-20 years.

  7. PARLIAMENT HAS ADOPTED AN ALTERNATIVE VERSION OF TAX ASSESSMENT ON THE TOBACCO PRODUCTION

    Today, the extraordinary session of the Parliament considered the question over the change of the tax assessment regime on the tobacco production. At the same time, as the Minister acknowledged, he “got hot” when he declared at the session of the Parliament that he would destroy Tbilcreditbank.

    Georgia has been looking for receiving the second World Bank's credit tranche of $12.5 million this year, aimed at structural reformation in the energetic sector. The reason for tranche refusal, according to Temur Basilia, Assistant of Georgia's President on economic questions, became the failure in the implementation of commitments set by the Bank.

  14. QUESTION ON FOREIGN DEBT RESTRUCTURING DUE TO BE CONSIDERED AT EXTRAORDINARY SESSION OF PARLIAMENT

    President Shevardnadze said at the briefing today that a special cession of the Parliament dedicated to the question on the restructuring of Georgia's foreign debt was to be held before the New Year. According to him, the Russian side verbally agreed with the Georgian delegation with the State Minister in charge, which had visited Moscow recently, to restructure the debt.

  15. PARLIAMENT WILL REACH A VERDICT ON TBILCREDITBANK NEXT WEEK

    The Parliament adopted a decision to postpone the question on the ratification of the agreement between the Finance Ministry of Georgia and EBRD. This agreement calls for the state-by-stage coverage (during 7 years) of the EBRD credit of $3 million, which was allocated to Tbilcreditbank in 1996 for the development of small and medium business under the state guarantee (the Finance Ministry).

  16. GLINCORE INTENDS TO INVEST IN JSC MADNEULI $2-3 MILLION A YEAR

    The Finance Minister Zurab Nogaideli submitted next year’s draft budget to the Parliament today. According to him, the revenue part of the budget-2001 amounts to 839.71 million Lari in the draft, the expenditure part – 1.17 billion.
